May 2019: From Brussels to Austria – Civil Protection and Reconnection
In May 2019, I travelled to Brussels for my obligatory health check-up and meetings at the headquarters. From there, I made my way to Graz, Austria, where I joined colleagues from the Austrian Red Cross to participate in a Civil Protection training aimed at preparing for disaster response outside of the European Union. The training took place in Styria, in a magnificent castle that served as the training centre. Once the programme concluded, I spent a wonderful day in Vienna, reconnecting with Marta, my high school friend from Nowy SÄ…cz, who was living there for work.
EU Civil Protection Missions Outside of the EU
The European Union’s Civil Protection Mechanism (UCPM) is a remarkable initiative that coordinates disaster response efforts among EU Member States and participating countries. While it primarily operates within Europe, the mechanism extends its operations globally, particularly when disasters outside the EU require international assistance.
Purpose and Function
The UCPM was established to improve coordination between Member States when responding to emergencies, ensuring that aid is delivered quickly, efficiently, and where it is most needed. This mechanism pools resources—equipment, expertise, and personnel—from Member States and facilitates deployments to crisis zones. Outside of the EU, the UCPM often works closely with the United Nations, Red Cross and Red Crescent Societies, and local authorities.
When disasters such as earthquakes, floods, typhoons, or other emergencies strike, the mechanism can be activated by a request for assistance. Once activated, EU teams are rapidly mobilised to provide support in areas such as:
• Search and rescue operations.
• Medical and health support, including field hospitals and trauma care.
• Water and sanitation interventions.
• Shelter and protection for displaced populations.
• Capacity building for local responders.
Training and Preparedness
The training in Styria that I attended is a critical component of the UCPM’s effectiveness. Disaster response requires not only technical expertise but also the ability to work across different cultural, linguistic, and organisational contexts. The course emphasised coordination, cultural sensitivity, and adaptability in working with diverse actors in high-stress environments.
Set against the stunning backdrop of a Styrian castle, the training simulated disaster scenarios to help participants practise everything from logistical planning and inter-agency coordination to working with affected communities. These practical exercises are invaluable in preparing responders to deal with the unpredictability of real-life emergencies.
Global Contributions
The EU’s Civil Protection Mechanism has supported operations in many countries outside of Europe, including:
• Haiti following the devastating earthquake in 2010.
• Nepal after the 2015 earthquake.
• Mozambique in response to Cyclone Idai in 2019.
• Various humanitarian crises in Asia, the Middle East, and Africa.
These missions showcase the EU’s commitment to global solidarity and humanitarian principles, extending beyond its borders to assist those in need wherever they may be.
A Day in Vienna
After the intense but rewarding training, I had the chance to spend a day in Vienna, a city I always enjoy visiting. Meeting Marta, my high school friend from Nowy SÄ…cz, was a special treat. We spent the day reminiscing about our school days and catching up on our lives, all while exploring Vienna’s charm. Walking through the historic streets, visiting cafés, and sharing a meal with an old friend was the perfect way to unwind after a busy week.
This trip was a blend of purpose and personal connection—a testament to how life’s professional and personal dimensions often intertwine in the most fulfilling ways.
